Preparatory Office of Central Institute of Physical Education was established   directly under the leadership of Ministry of Education and under the   operational guidance of All-China Sports Federation (ACSF);

The school was under the direct leadership of State Physical Culture and Sports   Commission;

The school was under the leadership of Military Control   Commission of State Physical Culture and Sports Commission, and was under   double leadership of State Physical   Culture and Sports Commission and Beijing Municipality after the organization   was cancelled;

The School is under the leadership of General   Administration of Sport of China (formerly known as State Physical Culture   and Sports Commission) and the Party relationship is subordinate to the CPC   Beijing Municipal Committee.

In July 1966, the “Cultural Revolution”   started and the school’s leading organ was paralyzed. In June 1973, the core   leading group of the Party was established and the school implemented the   centralized leadership by the Party, which lasted until September 1978.

The state raised the mission of Central Institute of Physical Education: to   cultivate professional sports talents with both ability and political   integrity, good health, loyal to the country and the socialist cause for the   country;

State Physical Culture and Sports Commission proposed   that: physical culture institutions should establish the training objective   integrating teachers, coaches and excellent athletes;

State Physical Culture and Sports Commission awarded   our school the National Sports Honors Medal, proposing that: we should build Beijing Institute of Physical Education   into a world   advanced institution of higher learning in sports with Chinese   characteristics, in order to cultivate more high-quality sports talents who   are both socialist-minded and professionally competent to make greater   contributions to China’s sports cause.

The school proposed that “we should adhere to the   guidance of Deng Xiaoping Theory on developing socialism with Chinese   characteristics, uphold the Party’s basic line, implement the Party’s   educational policy, gear   education to modernization, the world and the future and insist the socialist direction   of school running. We should carefully implement the Outline of China’s Education Reform and Development, the strategy for   invigorating China through science and education, the strategy for   invigorating sports through science and technology as well as the Fitness for All Initiative and Olympic Glory-winning Program made by State   Physical Culture and Sports Commission and actively adapt ourselves to the   needs of socialist market economy and social development to cultivate   cross-century talents for China’s education and sports causes. Reform is the   fundamental way out for the development of BSU.”

GBF No. (2001) 15 Document pointed out that “in order   to build BSU into a comprehensive and high-level base integrating education,   training and research, the fundamental task is to cultivate high-level   professional sports talents for China’s sports cause.”

The 10^th CPC Congress of BSU proposed the   school-running goal that “BSU should, guided by Deng Xiaoping Theory and the   ‘Theory of Three Represents’ and with the theme of building a world first-class sports university, put   talent training at the center and take the base construction integrating   education, training and research as the mainline, orient sports and   educational reform and development to the 21^st century and serve   the society based on sports development. And BSU should continue to promote   innovation in systems and mechanisms, comprehensively improve the quality and   efficiency in school running, achieve the sustainable and rapid development   of BSU and build BSU into a world first-class sports university”.

The 11^th CPC Congress of BSU proposed the   school-running goal that “BSU should, guided by Deng Xiaoping Theory and the   ‘Theory of Three Represents’, closely focus on the reality of the development   of higher education and sports cause, comprehensively implement the   Scientific Outlook on Development, strive to build a harmonious socialist   campus, further emancipate the mind, seize opportunities, stay pioneering and   pragmatic and accelerate development to build a world first-class sports   university”.
