Zhang Jian, Han ethnicity, was born in October 1965 and is from Ningyang, Shandong province. He is a member of the CPC and holds a Master of Law degree. He now serves as the Deputy Secretary of the Party committee and President of BSU.

He once served as Deputy Director General and Director General of the Department of Policies and Regulations, General Administration of Sport of China (GASC); Director and Deputy secretary of the Party committee of the Football Management Center of GASC; Executive Vice President and Secretary General of the Chinese Football Association; Director and Secretary of the Party Committee of the Sports Information Center of GASC; Director General of the Department of Science and Education of GASC.

He graduated from the Department of Law of Peking University where he completed programs in Law and Economic Law.
